If both heroes shoot immediately, their bullets will arrive at the same turn and kill the creep, which gives Hero 1 money.

If both heroes don't shoot immediately, then the creep's HP drops to 75, Hero 1 will be able to kill the creep with his own bullet at that time, no matter whether Hero 2 shoots. Money also goes to Hero 1.

However, If Hero 1 shoots while Hero 2 doesn't, Then he cannot shoot until 2 turns later, but Hero 2 will shoot for the next turn and get his money.

And what if only Hero 2 shoots? Well, his bullet is powerful enough and will kill the creep when it arrives, and Hero 1 has lost the chance to steal his money by timing his bullet so that it arrives the same turn as Hero 2's; Hero 2 gets money.

Now, Player 1 has to guess what Player 2 will do, and do the same, while Player 2 will try to do what he won't do. Have you played "Paper, Scissors, Stone" before? It's exactly like that game.
