1)名额分配原则一直是由ACM-ICPC总部确定的，不是由黄教授和我确定的;
2)往年计算名额也以一直按如下次序(优先级)决定的：
   a) 现场赛的学校数
   b) 现场赛的队数
   c) 现场赛中解出一题以上的队数
   然后才是网络预赛、省赛等下属比赛。
所以今年我们并没有改变实际上目前也无权改变名额分配的规则。所以
烦请您在北大的网上为我说明一下。谢谢！
 
另外去年我们上海赛区的名额远远超过北京赛区，实际上也以由于上海
赛区的学校数和解出一题以上的队数都超过大于北京赛区。
 
附件中的黄教授的一个word文件, 其中有关于这个问题的解释：

Dr. Poucher’s calculation on the registration count is a weighted system.

# of university has highest weight; # of teams has second highest weight;

Other smaller weighted factors are: # of teams getting non-zero scores;

and # of teams in the preliminary contest such as national contest, provincial contest, and university contest. Only those in the ICPC registration system are counted.)
