> 每个赛区根据参赛人数、辖下比赛的个数等等多方面指标评价，给出一个slot，这个东西用来决定最终出线的队伍数。
> 然后每个学校，计算一下它在所有赛区排名比较“靠前”的次数（怎么样才算“前”我也不清楚），次数越多占用的slot越小。
> 然后开始计算，每个学校都会有一个占用slot数，排名从高到低数，直到把这个赛区的slot用光。
