I sent the following email to C J Hwang

Prof. Hwang,

I can not understand why only 2.1 out of 4.5 slots are used and only one team advanced to world finals from Beijing. In the meanwhile Dhaka Site (total used slots 2.25 from 1.0), Manila Site (total used slots 2.3 from 1.0), Tokyo Site (total used slots 2.47  from 1.8). It is definitely unfair and almost making joke to us. 
Are you saying that we shouldn't give such a large contest and should control the contest within 100 teams? Even that way, you should say it before the contest. 

I just can't help being angry when seeing this file.
