我认为答案应为完全解下两锁所需步数相减；
例：
1 0 0 =7
0 1 0 =4
7-4=3；
1 0 0 1 =14
0 1 1 0 =4
14-4=10；
1 0 0 0 =15
0 1 1 0 =4
15-4=11；
不过没证明，但AC了；
