Dear 2010 Asia Directors:

Wecome aboard to the new comers and to the renewed directors/coordinators.

Thank you very much for all of you putting students in your heart.

We have 15 sites in 2010 as listed at the bottom of this e-mail.

(1) RCD meeting in WF Harbin is required for all new directors or coordinators.  

      For continuing directors/coordinators, I suggest very strongly you should come.

      For any new person in charge of operation, they are also required to come. 

(2) I have reserved one ICPC paid room Feb 1- Feb 6 for each site for

      Attending RCD meeting. A few of you had settled the dates with me. Thanks.

     If you cannot come in time, please let me know now so that we can cancel

     a few days of hotel expenses to save ICPC money.  There will be penalty

     for any cancellation after January 5. 

    RCD meeting is in Sofitel hotel. Most students are in Shangri-la hotel. There

       is another #3 hotel for overflow. Shuttle bus will run among the three hotels

      and HbEC campus which is the contest site. (Hotel arrangement and contest

      site may get changed and it is my best knowledge at this point of time.)

       If you have another person to come to WF Harbin for RCD meeting, your people should

      stay in Sofitel hotel. I still keep 5 self paid rooms in Sofitel. If you want them,

      you need to take quick action first come first serve. By Jan 5, I will return these

      self paid rooms to Sofitel.  Please note that the hotel in this season of Harbin

      is very very tight and the weather is extremely cold.

(3) This is the year (2009 for 2010) first time I encountered the slots allocation

      difficulties. There were many cries outside of China: "Too many Chinese teams".

      Actually it is the same: 19 teams for 2009 and 2010. HbEU is the host team and

      is not counted. Outside of China is increased from 16 to 17. There were also

      many cries inside Mainland China: " We do not get enough of our shares."

      To solve the problem, I had got approval from Dr. Poucher to split Asia into

      3 or 5 sub-regions. The proposed guidelines are as follows:

(4) Asia new proposed guidelines:

    (i) Asia is still one region so that teams can still go to two sites.

    (ii) Asia is split into three sub-regions:

         Mainland China and HK;

         East and SouthEast Asia: Korea, Japan, Taiwan, Vietnam, Thailand, Malaysia,

                                  Philippines, Indonesia, and etc

                                 (Mongolia can choose either China or East Asia)

         West, South and Central Asia: India, Bangladesh, Pakistan, Afghanistan, Srilanka,

                                 Iran, 5 Central Asia countries, and etc.

     (iii) Team can attend at most two sites in their own one sub-region. Teams can

           go to other sub-regions be ranked and be awarded, but no WF slots be allocated.

    (iv)  WF slots will be assigned by Dr. Poucher or approved by Dr. Poucher for each

            sub-region according to their performance. The scores of performance is same

            depending on (ACCEPTED) teams only (PENDING not counted):

                 # of distinct schools   is a major factor (including first round online contest.)

                # of distinct second teams             minor factor

                Geographical balance is a medium factor

                # of teams beyond second team is a small factor

               Host teams in the boarder line to be selected is a factor

               # of Provincial teams and non-host national teams in ICPC is a fraction factor

      (v) The allocation of slots in each sub-region may use my old formula of  0.3/0.5,

            0.3/0.6, or 0.4/0.7 ect. as situation demands.

 (5) There is a new condition which I have required for several new comers or reneweds:

       Each of you need to accept either condition (a) or condition (b) of the following and

      I will publicize your acceptance:       

 

(a) No host team can be advanced to WF from the host university site.

But the host team may get some preference from other sites.

The preference was given to Asia Director to decide. Asia Director will use

 it to move up that host team by 1 or more rankings in other sites when

 deciding the WF slots; AND

      A team can not be advanced to WF, if the problem setter/judge is from

the same university as that of the team.

      OR

      (b) The problem setters/judges of the host site must be a committee of at least 5 members.  

           If any problem setter/judge committee member expects  his/her university team may

            advance to WF, that member and that university must not contribute more than one

            contest problem.

 

         Known Acceptance (a): All 5 sites in China, Dhaka, Kuala Lumpur,  Amritapuri, ( Phuket 2011)

         Known Acceptance (b): Hanoi, and

            I know the following sites are doing (b): Tokyo, Taiwan, Korea, please confirm.

          ? Unknown acceptance status: Tehran, Kharagpur, Lahore
