看一个进程的时间，绝对不能用起始时间和结束时间来衡量
这样子，几次之间的误差，就不再是10ms那么简单了
> 试过啦，GetProcessTimes的精度是10ms或者15ms（可以用GetSystemTimeAdjustment获得），用WaitForSingleObject卡时出来的结果变化很大，卡3000ms返回2974和3024都有，最疯狂的一次卡1000然后GPT告诉我500
> 用QPF/QPC最好把QPC放在CreateProcess后面，CreateProcess好像挺耗时间的样子
