I feel Harbin can get 4 slots as well, but I'm not sure how many slots Harbin will be used.

AFAIK, two new teams will be advanced from Harbin this year. NUDT and BNU, both of them count for 1 slot. However, I'm not sure whether Zhejiang Gongye University can be advanced...
