请问这题是求长度最短还是字典序最小的序列?

我以为是求长度最短的，
但这组数据，答案是1 1 1 2 2 2 3 3 4 4 4 5 5 7 7 7 8 8 8 9 9
我算出了更短的1 2 2 2 4 4 4 7 8 8 8

题意到底是什么呀？
